Access and Equity Policy
Community College-Northern Inland Inc. (CCNI) provides equal access to learning and delivery services for all students. Wherever possible, we conduct flexible learning to meet the specific needs of individual students. The student enrolment form requires students to self assess their level of English language capabilities and to indicate any special learning requirements and/or support they may require. This includes their level of computer literacy.
The learning support strategies used by Trainers/Facilitators/Assessors at CCNI include:
- pre-teaching technical terminology;
- demonstrating procedures;
- providing opportunities for ‘hands-on’ experience and practice;
- ensuring individual support and advice to students;
- providing literacy support to assist in the understanding of language specific to the industry;
- encouraging students to work at their own pace;
- inviting students, where necessary, to record training sessions on an audiotape;
- providing written learning material and illustrations to reinforce learning;
- referring students with learning difficulties beyond our areas of expertise to external specialist agencies.
CCNI Trainer/Facilitators/Assessors:
- recognise the cultural diversity of all students;
- ensure equal treatment of all students;
- encourage full participation and assist all students to achieve course outcomes;
- provide equal access to resources.
Recruiting to CCNI is conducted in an ethical manner in accordance with Access and Equity principles.
As a registered training organisation (RTO), Community College-Northern Inland Inc. (CCNI) has agreed to operate within the Standards for NVR Registered Training Organisations and undertakes the ASQA self-assessment against these standards annually.
CCNI will act in accordance with the highest level of industry standards to provide vocational education and training. Our Code of Practice outlines our operational policies, our commitment to our clients and provides qualified and experienced Trainer/Facilitators and Assessors who:
- undertake their duties with honesty, objectivity, integrity and diligence;
- act professionally and give the highest standards of service to students;
- conduct fair, flexible, valid and reliable competency based assessments.
Code of Practice
Community College Northern Inland Inc. (CCNI):
- recruits students/clients in a responsible and ethical manner based on Access and Equity guidelines;
- treats students fairly, with professional concern for their interests and refers to external advice if necessary;
- delivers, regularly monitors and reviews training and assessment services to ensure the interests and welfare of students are maintained;
- maintains a policy and procedure for handling student complaints and assessment appeals;
- provides an appeals and grievance procedure and opportunities for reassessment;
- provides a suitable learning environment;
- acts in a way that promotes co-operation and effective relations between the people and organisations who are our clients;
- recognises the rights and dignity of students, observing always, the tenets of Anti-Discrimination and Equal Opportunity Laws;
- prohibits discrimination in any form;
- is committed to complying with all Commonwealth, State and Territory regulatory and legislative requirements;
- provides timely and accurate information to government agencies and funding bodies;
- maintains accurate, confidential and secure training and financial records;
- manages student records securely and confidentially, making them available for student access on request;
- observes total discretion and confidentiality in all its dealings;
- is committed to providing quality training with a focus on industry needs that enhances workplace outcomes;
- values feedback from students, team members, clients and employers as a basis for continuous improvement;
- will endeavour to meet the needs of individual students through the integration of access and equity guidelines in its policies and procedures;
- where necessary, will decide the best methods for those students who require language, literacy and/or numeracy support or reasonable adjustment to assessment;
- undertakes to recognise the qualifications issued by other Registered Training Organisations;
- will maintain a documented process for the recognition of prior learning (RPL) and/or recognition of current competency (RCC) and ensure that RPL/RCC is offered to all students upon enrolment;
- will provide course information ensuring all fees and charges are advised before enrolment, course content and assessment procedures are explained and vocational outcomes are outlined;
- has in place appropriate systems to ensure sound financial and administrative practices that safeguard students' fees until the course is delivered;
- has a refund policy which is fair and equitable;
- markets its training courses with integrity, accuracy and professionalism, avoiding vague and ambiguous statements. No false or misleading comparisons are drawn with any other training organisation or course;
- issues Qualifications or Statements of Attainment to students who meet the required outcomes of the courses on CCNI's scope of registration, in accordance with all relevant guidelines;
- will honour all guarantees outlined in this Code of Practice, and understands that if it does not meet the obligations of this Code or supporting regulatory requirements, it may have its registration as a Registered Training Organisation withdrawn;
- will take every opportunity to ensure that this Code of Practice is disseminated, understood and valued by all team members, clients and students;
- team members are bound by, and committed to, the implementation of this Code of Practice.
Privacy and Confidentiality Policy
Community College-Northern Inland Inc. (CCNI) acknowledges and respects the privacy of individuals as required by the Privacy and Personal Information Protection Act 1998. CCNI collects information from students (or prospective students) to provide information regarding study opportunities, course administration, academic information, and to maintain proper academic records.
Personal information collected and used may include your name, date of birth, current address, email address, telephone number and other means of personal identification. Provision of personal information is voluntary, however if this information is not provided by a prospective student, CCNI may be unable to enrol the student in a course or supply them with appropriate support. Upon enrolment, students will be required to produce original photo identification such as a current Driver Licence or Passport. Students who are studying remotely will be required to provide certified copies of photo identification.
Information provided will not be disclosed to any third party unless CCNI has written authorisation to do so, or unless required or authorised by law.
CCNI takes all reasonable security measures to protect personal information from unauthorised access, misuse or disclosure. CCNI will also take all reasonable steps to ensure that personal information which is collected, used or disclosed is accurate, complete and up-to-date.
Students have the right to access their personal information and can also request incorrect information is corrected or deleted. Access to this information is available by applying in writing to info@ccni.nsw.edu.au.
CCNI may charge a fee. Any request for personal information must be accompanied by proof of identity.
All CCNI students have access to CCNI's online learning management system where their personal information is kept including training plans, training records, completion of units of competency and all assessment tasks.
Security of Information
Our student portal, internal network, databases and paper-based records are protected from unauthorised access using current technologies and secure premises. All students can only access their own information stored on a secure cloud server in CCNI's student portal. Students are allocated personal user name and password at the time of their enrolment. Students change their passwords the first time they access the student portal to ensure maximum privacy.
Privacy for Website Users Policy
Community College-Northern Inland Inc. (CCNI) is bound by the Privacy Act 1988 (Cwth), which sets out a number of principles concerning the privacy of individuals.
Collection of your personal information
There are many aspects of the site which can be viewed without providing personal information, however, to enrol online for a course at CCNI you are required to submit personally identifiable information. The College is required by the State and Federal Governments to collect data on all our education and training activities and students in accordance with the Australian Vocational Education and Training Management Information Statistics System (AVETMISS). We submit this information monthly through the NSW Department of Industry—State Training Services. It is collected for Government statistical and planning purposes only and nothing is available to any third parties. This information, together with any training assessment outcomes, is stored for a period of thirty (30) years.
In addition, should you choose to pay the course fee online, you will be required to enter your credit card details direct into the National Australia Bank (NAB). This information is not accessible to the College or our staff and is stored securely by NAB.
Sharing of your personal information
CCNI may occasionally contract with other companies to provide services on our behalf, including but not limited to handling customer support enquiries, processing transactions or conducting customer satisfaction surveys. Those companies will be permitted to obtain only the personal information they need to deliver the service.
CCNI takes reasonable steps to ensure that these organisations are bound by confidentiality and privacy obligations in relation to the protection of your personal information.
Use of your personal information
For each visitor who reaches the site, we expressly collect the following non-personally identifiable information, including but not limited to browser type, version and language, operating system, pages viewed while browsing the site, page access times and referring website address. This collected information is used solely internally for the purpose of gauging visitor traffic, trends and delivering personalised content to you while you are at this site.
From time to time, we may use customer information for new, unanticipated uses not previously disclosed in our privacy notice. If our information practices change at some time in the future we will use information for these new purposes only, and data collected from the time of the policy change forward will adhere to our updated practices.
Accessing your personal information
You have a right to access your personal information, subject to exceptions allowed by law. All your information is stored on a single, secure database, access is controlled and limited to the Executive Officer and Campus Coordinators who manage the courses and have student contact. We have strict internal policies about confidentiality of student and staff information. No personal information is taken off-site or disclosed to third parties, except as described above. It is your right to know exactly what personal information of yours we hold. Student information is available at all times, either over the phone or in writing. To protect the privacy of students, our staff will confirm personal details before providing any information over the phone.
Changes to this Privacy Policy
CCNI reserves the right to make amendments to this Privacy Policy at any time. If you have objections to the Privacy Policy, you should not access or use the site.

Refund Policy
Community College-Northern Inland Inc. (CCNI) protects fees paid in advance and has a fair and reasonable refund policy. All fees paid in advance are protected via sequestered funds held in term deposits to ensure sufficient funds are always available for refund.
CCNI operates predominately as a ‘fee for service’ training business. This means all training programs attract fees. These fees are paid by, or charged to, the client/student, a government agency or the client/student employer.
An application for a refund is addressed according to the notice given by the person making the request:
- Upon commencement of the course, it is understood and agreed there is no entitlement to any refund of the tuition fees or other charges paid to CCNI under the Contract and all outstanding payments will be fully paid by the client/student no later than the specified date.
- No refunds will be available after the course commences.
- If CCNI or a third party delivering training and assessment on its behalf closes, cancels a course, or ceases to deliver a class it will refund the full fee.
- A $50 administration fee will be incurred if a student cancels their enrolment five (5) business days prior to the course running.
- If there are unique or extenuating circumstances which prevent attendance, the case will be assessed on an individual basis with approval from the Executive Officer.
- When a course has been paid for by an employer/job agency, the refund will be returned to the payer or a credit note can be issued depending on the business requirements.
- If a student withdraws from a Certificate course, a student refund/withdrawal form must be completed.
- Partial refund may occur depending on the length of the course, number of subjects completed, resources used and the fees received. The final decision will be made in consultation with the Executive Officer.
- A deferment of face-to-face training sessions is possible provided course fees owing at the time are paid in full. Any deferment must be applied for in writing prior to commencement of the deferment. The granting of the deferment is not automatic and is at the discretion of CCNI. If approved, the deferment needs to be fulfilled within twelve months from enrolment.
- The student should note the deferment is for face-to-face classes only. The assessment delivery schedule is still expected to be completed within the original 12-month schedule.
- Refunds in special circumstances will be considered on a case-by-case basis at the total discretion of CCNI.
- CCNI may at its discretion, refund some or all course fees where it determines there are extenuating or compassionate circumstances. Where an incorrect eligibility assessment is made, and course fees have been received by CCNI, a full refund will be issued.
- CCNI reserves the right to amend this Refund Policy at any time to ensure compliance with applicable State and Federal laws.
Return of Donation Policy
Purpose
A charitable donation is a gift for which a tax deductible receipt is issued. Donations are generally not refundable.
On rare occasions a technical or transactional error may occur when a gift is made where a Donor may request the return of donated funds.
The purpose of this Policy is to outline the process for return of funds in cases where a technical or transactional error has occurred during the donation process. The Policy also outlines the procedure for the cancellation of the tax deductible receipt following refund of the donation.
Policy
Community College-Northern Inland Inc. (CCNI) does not generally return donated funds to a Donor. Where a Donor requests the return of a donation that has been made following a technical or transactional error, CCNI must be notified within thirty (30) days of the date of the donation being made whereupon the procedure below will be followed.
Procedure for return of donation due to transactional or technical error
Donors who wish to apply for a refund should submit their request ensuring they provide their full name, full mailing address and phone number. Donors should also include details of how the donation was made, the date on which the donation was made, the amount donated, the receipt number issued, and the nature of the error.
A signed communication from the Donor with full explanation of the error must be received by CCNI within thirty (30) days of the donation being made.
The request is reviewed by the Executive Officer who will, at their sole discretion, decide if information in the request supports the claim that a transactional or technical error has occurred. If such an error is not believed to have occurred a refund will not be issued.
If a technical or transactional error is believed to have occurred, a letter from the Executive Officer confirming that the donation will be returned and that tax deductible receipt/s will be cancelled is co-signed by CCNI and the Donor.
The donation is returned and the Donor confirms receipt of funds. The Donor retains full responsibility for the cancellation of tax deductible receipts with the Australian Tax Office.
A request for refund of donations received more than thirty (30) days after the donation has been made will be declined.

Approval of Requests
Upon receipt the request for return of donation will be reviewed and a response given within five (5) business days.
If the donation amount is over $1,000 and/or exceptional circumstances apply, a return of donation request will be escalated and approved by the Executive Officer as soon as possible.

Course Fees, Payment and Refunds
Pricing
All prices on this site are in Australian dollars. Prices include GST where marked. A tax invoice will be issued on successful enrolment or purchase.

Student Assessment and Appeals
Assessment appeals
Any student can appeal against an academic decision or other procedural matters regarding assessment. Appeals will be accepted up to fourteen (14) days from the date an assessment result was received by the student. All appeal outcomes, including reasons for the decision will be communicated to the student in writing.
The appeal process is outlined:
- In the first instance, students make an informal approach to their nominated CCNI Trainer/Assessor with any new evidence or clarification of existing evidence relating to the assessment.
- Assessment will be reviewed having due regard to the submission and will be responded to in writing within seven (7) days.
- Where the student remains dissatisfied with the decision, a request in writing is made to the VET Manager for an assessor who has not been involved in the original decision, to review the decision. This process may take up to fourteen (14) days and the student is advised in writing of the outcome.
- If a student still remains dissatisfied with the decision of the independent reviewing assessor a written request can be lodged with CCNI's Executive Officer for a final review of the assessment. The student is advised in writing of the outcome of the final review within fourteen (14) days.
- If a student remains dissatisfied with CCNI's Executive Officer’s decision a formal complaint can be lodged under the Complaints Handling and Resolution Policy and Procedure with ASQA.

Smart and Skilled – Consent to Use and Disclosure of Personal Information to the NSW Department of Industry and Other Government Agencies
I understand and agree that personal information (information or an opinion about me), collected from me, my parent or guardian, such as my name, Unique Student Identifier, date of birth, contact details, training outcomes and performance, or sensitive personal information (including my ethnicity or health information) (together Personal Information) collected by CCNI may be disclosed to the NSW Department of Industry (the Department).
The Department may disclose my Personal Information to other Australian government agencies, including those located in States and Territories outside New South Wales.
The above government agencies may use my Personal Information for any purpose relating to the exercise of their government functions, including but not limited to the evaluation and assessment of my training, the determination of my eligibility to receive subsidised training or for any Fee Exemptions or Concessions. My Personal Information may also be disclosed to other third parties if required by law.
I consent to the collection, use and disclosure of my Personal Information in the manner outlined above.
I also acknowledge and agree that the Department may contact me by telephone email or post during or after I have ceased subsidised training with CCNI for the purposes of evaluating and assessing my subsidised training.
Student Declaration
On enrolment, you will be asked to declare:
That the information I have supplied on this form is true, correct and complete.
I understand that the giving of forged, false or misleading information may lead to the cancellation of my enrolment.
The Policies, Procedures and Consumer Rights Information have been made available to me online and I have read, understood and accepted these as conditions of my enrolment.
I have been informed of fees and charges associated with this course, including the requirements and timelines to withdraw without incurring fees.
I give consent to Community College-Northern Inland Inc. to obtain, check and verify a Unique Student Identifier (USI) for me and use this information to check my eligibility and to calculate fees.
I acknowledge that while I am enrolled I will comply with the rules, policies, procedures and by-laws of Community College Northern Inland Inc.
